The minutes of the August 19, 1946 meeting explain the need for a junior college in the geographic area near the City of Laredo. Over 948 people signed a petition wishing to establish a municipal college district known as Laredo Municipal College on a taxable property owned by Laredo Independent School District with a value of $12 million and giving total control of the government, and administration to the LISD board of trustees.
